My Laptop's webcam is not working?

I have a Samsung laptop Windows 8 and whenever I want to use the camera it says it is being used, but I'm not using the camera in any other window and it's happening every time I come on my computer, I have tried restarting my laptop several times but it still says the same thing

    try using system restore, which reverts your system back to a time your webcam was okay. to access system restore in windows Go to your Desktop now select file explorer and now right click a blank white space in the window and select "Properties" This should take you to your System properties on the top right hand corner there is a text reading "Search Control Panel" There type "system restore" and select the option to use restore system, This should resolve your issue, since windows 8 is still new this is the best advice i can give you hope this has helped you

    This might help. Turn off laptop. Remove battery. Hold down power button for 10 seconds. You can't just turn off and restart. Reinsert battery. Turn on laptop. Imaging Devices should appear in Device Manager.

    Check some program like faceaccess, skype might use your webcam. the fastaccess, which used to login using your face, will use the webcam continuously.
