As a guitarist/songwriter, (which I used to be terrible at because I tried to 'force' songs), now I seem to just wait for a particularly 'neat' phrase that I hear or read from random people.
For example, someone here on Yahoo Answers used an unusual phrase in a question a couple months ago, which I think has potential. I suppose it's something of a 'hook', i.e. it's interesting. I can go anywhere I want with it. So it is now a song in progress, called 'Very Brief Clips of Time'.
One of my better songs is called 'There For Me To Find'.
(The lyrics of that one almost got used for, of all things, the setting for a classical 'oratorio' setting.)
One that 'came to me' without 'stealing a phrase' is called
'See For Me (My Secret Heart)'

I don't 'force' songs anymore. I just let them come as they will. If I don't have 'inspiration' or don't 'notice' anything that strikes my fancy, I just leave it alone. I *know* that the 'right' lyric or next (perhaps unexpected) verse of a song will come to me, in its own time.
