If I buy an ipad mini + cellular through Apple Online Store, do I have to use a plan?

I wanted to buy an ipad mini w/ cellular from the Apple Online Store: http://store.apple.com/my/buy/home/shop_ipad/famil...

and it will deliver it to my address.

Will the ipad mini w/ cellular can be use without using/registering data plan? I don't want to register for any plan.

-So can I still use it without activating? I don't want to pay/use the plan at all.

-The reason I wanted to buy the cellular version is because there's a built-in AGPS which I needed. The wifi model doesn't have AGPS in it. I know that the wifi version can use tethered or shared wifi, but most of the answers I found out in the internet says that it's not a good real-time navigation. Thanks btw

    You dont have to have a contract, you can activate one month and cancel the at the end of the month etc. Thats what I do when I travel, you can actually activate it for a month right on the ipad, which is pretty cool, no reason to even call anyone.

    You dont have were given to have a freelance, that you will be able to set off one month and cancel the on the end of the month etc. Thats what I do when I shuttle, that you'll truly instantaneous it for a month ideal on the ipad, it really is gorgeous cool, no purpose to even call actual anybody.
