I always use is/of = %/100. Set it up like this : $700 is what percent of 2800. In this case you would set up the problem as 700 over 2800 = % over 100 then cross multiply
700 (this is the number that follows the word "is")
2800 (this is the number that follows the word "of"
%= will be X
After you cross multiply you will have:
70000= 2800x
Then solve for X by dividing both sides by 2800
x=25
or
%= 25
