That key word is PROPAGANDA, or at least using it's tools to influence or motive, and it's something that many modern western governments are completely useless at, even when the purpose is positive.

Imagery is everything, and used constructively it's a great counter to conspiracy theories (of course it can be use to support them also). But to the educated mind it should make the viewer challenge their views - "am I being manipulated".
