If you should take a loan or get a credit card also depends on your personal needs. If the mentioned amount is needed for a certain purchase only I would recommend a loan with fixed interest and fixed installments.
Credit Cards come in handy when you want to be flexible while shopping, travelling, etc. but also bear certain risks. I don't think I have to go into further details knowing that you use common sense).

One thing to note is that there are minimum loan amounts for personal loans, which means you are unlikely to be able to borrow AED 10,000 only. The most flexible options for personal loans are those banks that do not require your employer to be on their approved company list (such as Emirates NBD).

what I hear is that Noor Islamic bank isn't as strict for loan approval. For regular banks UNB also but I can't say if it is still the case , as these requirements are not written in stone. Good thing if you have a collateral though.
