Connecting 2 DSL Modem/Routers to each other?

I have 2 combination Modem/Routers which each serve a purpose but are both faulted.

1) Netgear 3500

2) TP-Link something or other

The NetGear's ability to maintain a DSL connection is faulted and I can't keep a signal with my ISP, much less access the internet. However, the wireless capacity is still very much intact (happy green lights).

The TP-Link provides a solid wired connection, unfortunately, the wireless is terrible. The signal is constantly going out and restarting.

So as I have it now, the TP-Link is making the connection to my ISP. I have turned off wireless in the router settings.

On the NetGear, I set its Static IP to 192.168.1.3 (192.168.1.2 was already taken by a wired router at my Directv/xbox/ps3 station), disabled DHCP in the LAN settings, and set LAN IP to 10.1.1.100. Unfortunately I'm getting nothing on the wireless end. The netgear is still trying to act as a modem and I'm thinking that may have something to do with it.

This process worked with my standalone router, but I am having problems making the netgear modem/router serve as just a router. Is there a way to make this work? I'm following Graham Williams suggestions from togaware.com as well as his router map below

    The 10.1.1.100. Is the problem as I see it. That IP needs to be somewhere in 192.168.1.x range just like the rest of the network! You turned off dhcp so the original router issues all addresses and all need to be in that same range! Then be sure you DO NOT use the WAN/internet ports on any of the 2nd or third routers. The Static IPs on all the routers need to be the same range, just not the same LAST number so make them 192.168.1.2 and 19.168.1.3 etc. Don't use 1.1.1.1 or 10.x.x.x! Since dhcp is off on them the LAN range does not work or matter! The gateway address is the address of the internet connected router.
