Why Do I Lose Energy So Quickly from the First Set to the Second Set when Lifting Weights?

I have a 30%-40% decrease in the amount of reps I can do from the first set to the second set. For instance, I do 7 pull-ups and then I'm only able to do 4 after I rest for a minute; or benching, (I have a 45 lb. plate on each side) I can do 10-12 reps on the first set but then can barely do 7 reps on the second set. Any ideas?

You are lacking because you have no endurance.

It's possible to think that you're mentally giving up on the second set even though your body could still keep going if you pushed a little harder.

For every set and every rep are you going at the same speed using the same form? If you're speeding up on the first set and are slightly slowing down on the second set, this could also affect the number of reps. Same goes with full range of motion in each rep.

... or you are very good at targeting the specific muscle during the exercise through isolation and are effectively training using full strength on each rep.

Try resting an extra 30 to 45 seconds and see if the problem continues. If it does then idk...
