Can you report someone for tearing up a dirt road?
We live on a dirt road and its been raining a ton and our neighbors have been taking their big trucks and playing around in the road. Earlier today my sister and her fiancé saw these same neighbors literally just dragging a boat through the soupy road. Is there anything we can do about it?
Its a public road, sorry. The county is in charge of grading it.

If it's a dirt road it is probably a private road, and you will have to report the damage to the owner of that property. If your neighbors own the road, you have no recourse except one :
Notify the emergency services people that the road has become impassable. They might investigate and notify the owner they can't respond and will the owner please correct the situation.
Sometimes a nice request from emergency personnel gets the job done !
