Receiving a traffic ticket while not in the car? IN PA?
Please, I have a rather important question: I've been doing quite a lot of research about traffic law, and I cannot find any reference to an individual receiving a ticket while NOT IN THE CAR. More specifically, it refers to driving without a license. This paper is definitely kicking my ***!
PLEASE include a reference I can actually look up and get the full idea on! Personal experience from a website is not able to be cited in a paper.

Rule 410. Filing of Citation.
When it is not feasible to issue the citation to the defendant or when evidence is discovered after the issuance of a citation that gives rise to additional summary charges against the defendant resulting from the same incident, a law enforcement officer shall institute a criminal proceeding in a summary case by filing a citation with the proper issuing authority.

The above citations refer to the PA Rules of Criminal Procedure and explains quite clearly what an officer has to do if he/she files a citation instead of issuing to the driver on the highway.
Let me assume that you are talking about a case where an officer sees someone he/she knows to be an unlicensed driver who is operating a motor vehicle. If the officer cannot stop that person at that time, it is perfectly lawful for him/her to file a citation charging that driver with violation of 75 Pa C.S. section 1501a.

if you are writing a paper on the subject then you can just go on the state site and look it up but if you have an actual ticket for driving without license and you werent in the car then yes you can receive a ticket for driving without a licensee even when you aren't in the car all they have to do is look up the plate number and see what address the owner of the car lives in and if it isn't anywhere near the address they can give you a ticket. and you wouldnt be able to fight it by saying you let someone else drive it especially if they aren't on your insurance and ESPECIALLY if your name is on the title.

I can't give you a specific law. If you loaned out your vehicle the owner is responsible. It doesn't mean you have no recourse you can take this person to small claims court.

we can give any referceces SOMEONE DIDNT TELL US WHICH STATE THEY ARE IN
plus people do get ticket without a car, like jaywalking cross on red light etc
