Given a domain name such as MYDOMAIN.com I already know that there are some names that are a no-no. such as localhost. Is there an official of hostnames that are not allowed?

Each domain registrar can set their own rules for naming. There are no reserved names at all- "localhost" isn't reserved, it's just that 1. names without a top-level-domain (such as .com, .net, .co.uk, etc) are used by the local network and 2. DNS maps the name "localhost" to "127.0.0.1", which is the IP address that means the current machine. It's no different than any other address that's already in use.
