A shill in politics would be someone like Sean Hannity, who claims to be a journalist but is actually a propagandist, and a dishonest one at that. Seth Macfarlane is an outspoken Liberal, so there is nothing but an American exercising his First Amendment rights. If he was to claim he was a Republican when he was actually a Democrat he would be a shill.
