2) Is it the total number of people in the world having the nationality of that country
3) Is it the total number of people who were born in that country

The answer is 1. The population of a country is all the people living in that country at the time they are counted e.g. in a census

A slight modification to number 1. The number of people who had a residence in that country for more than 6 months of the year for 3 years in a row. This rules out tourists and temporary workers from other countries.
