Can people claim quotes or sayings what are unknown?
If a quote or a saying is unknown by an author can someone claim it to be theirs? If so how can someone claim it to be theirs? I mean if a quote or saying has no author it anyone can make it their.

People do claim title to things that are not theirs all the time - that still doesn't make it theirs. Authors who use a quotation without knowing who it is from should be telling you that the original author is unknown.
People who steal other people's work and pretend it is their own are plagiarists (and may be infringing copyright). The fact they do not know from whom they are stealing does not justify the theft. Dishonesty is still dishonesty.
