CREDIT CARDS - Building Credit?
Okay so I'm new to the credit card world so bear with me..
Say that you go out and are approved for two credit cards which are structured towards "building credit" or for "rebuilding credit"
Since you are approved for these two cards, Cards A and B
Take card A and make a $15 purchase
Pay card A bill with card B
then pay card B bill with card A
And just continue to make the cycle over and over making payments for each card with the other card.
After a few months of this would you have built up credit without spending more than $15?

This kind of question comes up all the time. No, it does not work and you are trying to make things way too complicated.
First, don't apply for multiple credit cards. Get one and use it for at least 6 months before applying for another.
Second, if you have to start with a secured card (which it sounds like you are talking about based on the "building credit" and "rebuilding credit"), it is foolish to get two secured cards and tie up cash for the deposit. Get one. Use it for regular purchases and pay the statement balance in full every month. That builds credit and avoids interest. In about a year, you should qualify for a regular card.
As to why you using one card to pay the other plan doesn't work, paying one card with another is called a balance transfer. There is a 3% to 5% fee, depending on your card terms. The balance transfer begins to immediately accrue interest at the much higher cash advance/balance transfer rate. In a few months, you will have racked up a ton of fees and charges on that $15.
Oh, and sometimes it takes up to 6 weeks for balance transfers to post. You likely run into late payament fee problems as well.

so easy you cannot do this it falls under kiting laws it is illegal to pay a CC with a CC period
