Computer starts, windows starts, PC stops working?

I've been having this issue just recently, I don't know what is going on, or why it is doing so. This is what happens:

1. I start up the PC, boots normally, no errors at all.

2. Windows starts "Welcome", loading takes pretty long for some reason, a bit too long, perhaps..

3. Mouse stops working, keyboard stops working (Are turned on, both of them but they fail to respond to any key, can't even turn off the numpad)

4. Screen goes black "No input" is shown, and the screen turns off.

At some points this is where the computer restarts itself, or just keeps working without screen, mouse and keyboard.

And at some points I DO get it to work, but my internet stops working. (The entire driver, that is).

The PC is brand new, I have updated every driver, reset the BIOS, did a harddrive check, a RAM check, I have a 730 Watt PSU, so that shouldn't be a problem. And it's a fresh install of windows. (Installed a week ago)

I run 64 bit, if this helps at all.

Update:

Yes, safe mode boots perfectly fine, no problems there at all.

And the CPU is brand new, there is a thermal compound on it.

    I built a new PC once and it came with the P3 CPC already mounted on the motherboard. The pc booted up fine, but then crashed. Turned out there was no heat sink compound between the chip and the heat sink. Could check that?

    Failing that, will it boot ok to safe mode?

    Does it boot into the BIOS and work ok (continuously,no crashing/freezing) without windows?

    If it's only doing it in windows, then it sounds like a virus problem or a driver needs updating.

    Blue display O'demise earlier than windows even tries to load? That is some thing long gone unsuitable at particularly a normal stage, like, some bit of hardware has long past zizz. If you are fortunate, the disk itself might be untouched and you're going to recover the whole lot as soon as whatever it's is fixed. But you do have to name Dell. Have enjoyable within the horrible telephone system. You could find it less complicated to take a look at the online (non human) technical help first, and also submit an e mail aid request. They do answer emails - somewhat officiously, however normally that you may get to the reply that approach.

    I think you just need to change your hard drive ...
