What is the relationship between Duty Cycle and RPM?

So I'm using a square wave to dictate the rotation of a dc motor and then calculating the revolutions per minute using the pulse accumulator on the dragon 12 board.

Anyway, I would think that as the duty cycle increases, so should the rpm but I am not seeing this result. Can anyone help me establish the relationship between duty cycle and RPM?

    How are you defining "duty cycle"?

    100% duty cycle means it is designed to run continuously. 50% duty cycle means it is designed to run only half the time, might be 1 minute on, 1 minute off.
