Do you consider the Fedal rivalry over or not yet?
If yes, when did you start considering it over? Why?

Depends from which point of view you look at it.
In terms of the historic and epic matches that we witnessed over the years, then yes. It's unrealistic to expect them to play at their highest level versus each other in Grand Slam finals. Their rivalry would have to be the best in history (and I am saying this as a Novak fan). Simply, quality wise, I don't think anyone ever produced as good matches as they had. I think Federer and Nadal brought the best in each other (similar to what Novak and Nadal do now). For instance, the 2008 Wimbledon final still remains the best match in the history of tennis in my opinion. Apart from that, they had so many epic clashes in Grand Slams. I think we are only lucky to have witnessed them play. This is (in my opinion) probably the strongest era ever with Federer, Nadal, Djokovic and other champions.
In terms of their general head to head, their rivalry it not over. I'm sure they will play more times, though not as frequent as 2005-2009. And while the level of their matches has dropped significantly over the last few years, I expect them to still have some good and dramatic matches.
The match-up in general is very interesting. Nadal is dominant on clay obviously and they are tied on other surfaces. What I often noticed in their matches was that Nadal was a lot calmer than Federer and Federer was rushing things and often looked in panic. Nadal was able to exploit Federer's weakness and make his forehand/backhand fall apart. Nadal is also the mentally stronger of the two and his game style doesn't appeal to Federer at all (the high, heavy top spins don't allow Federer to dictate with his forehand). What I noticed on the times that Federer won is that he served exceptionally well each time and wasn't nervous. I think the head to head is lopsided in Nadal's favor, but the numbers don't really show how close their rivalry actually was. Overall, it's not surprising Nadal leads their head to head, considering they have had lots of meetings on clay as well, where Nadal has the obvious advantage.

The naive answer is that the two players will continue to add matches to their storied rivalry until the 2016 Olympics in Rio . . . afterwhich, Roger Federer will make a decision about how long he will play (code for retirement).
The raw answer is that the outcome of the rivalry has been decided . . . both players know it and I believe after their last meeting in Indian Wells, most onlookers know it as well . . .
19-10 . . . in 29 meetings Rafael Nadal has beaten The Greatest Tennis Player of All Time like Roger stole something from his locker! Rafa has beaten him on the grandest of occasions (6 major finals to 2) as well as just tour-level, routine, events. It just doesn't matter when, where, or how much is on the line. Nadal just calls on something higher whenever he plays Roger and whatever it is, Roger does not have an answer.
The Fedal rivalry is the only black mark on an otherwise flawless resume and does not take away the GOAT mantel from Fed . . . unless of course, Nadal surpasses Roger's grand slam tournament total . . . then their head-2-head could prove historically problematic.
So let it be written . . . so let it be done!

No, I think they can still pull off some epic matches, probably not as regularly as before cause of Fed's age, but that day will again come when they both are a 100% at the same day, it's in their destiny.
And I think Fed will win this time, that's kinda what happens, you know ? One guy dominates the rivalry between him and the GOAT, which (somehow) still makes some people argue about the holder of the GOAT title and then one fine day, (probably a GS final, or the final of 2016 Rio games) when both have a match and are at absolute 100%, Roger Federer will win it, and silence the critics. Rafa will still get away with the positive H2H, but through that unbelievably epic match, somehow Fed will once and for all be called the Greatest Of All Time without hesitation of a single person. Will seem more epic if it happens at Rio, I think both are retiring after that. The clash of the titans for one final time.
Seems like what would be fitting to appear in book or DVD of the "Fedal rivalry/The Greatest rivalry of all time".

It's not over. But we will hardly see some of their epic matches. In the past there were some of the greatest tennis matches ever were played by the rivalry.
I would like to see Federer-Nadal in US Open Final or Wimbledon Final. Fedal and Fedjo are my favorite rivalry

not entirely. they're not the dominant pair they were a few years ago. but they're still two of the four or five best players in the world. so they might meet occasionally. but their matches might not have the significance they used to because they're not the top two any more, but i wouldn't say their rivalry is over at all.
