Your brother has obtained his insurance fraudulently, which mean it's invalid.
He was therefore riving uninsured. The penalty for that is 6-8 points on his driving licence and a fine of up to £5,000. The courts also have the power to impose a discretionary driving ban. The police have the power to seize his car and send it to the crusher. If he's lucky.
If he's unlucky, he may also be prosecuted for insurance fraud. You can go to prison for insurance fraud.

The ONLY thing he can do is to not make a claim. So long as he does not file a claim, he's safe.
If the other guy has reported the incident, your brother may be contacted by his insurer (all accidents whether they are your own fault or not are supposed to be admitted to the insurer - not that anyone with half a brain ever does) in which case he should say "no I do not wish to make a claim, the damage is very minor and I can fix it myself."
If your brother's insurance company do cotton on to the fact that his details are wrong and they challenge him on it, the smart thing for him to do is say he made a mistake; for example, if he did it over the internet he can say that he typed in his date of birth incorrectly - unlikely but it does happen (I use false DOB's whenever I am dealing with websites and online stores who are just trying to gather consumer information - it's almost become habit for me to use false details).
If the insurance company is lenient, they will allow him to pay the extra he should have paid. His insurance is NOT invalid, it is only partly invalid; he does have insurance but he has incorrect insurance which his insurance company can quite rightly penalize him for.
I don't think anything will happen, most likely the other guy's insurance company won't be pursuing a claim against your brother since it's not his fault - or so he says.

Your brothers insurers will wash their hands of him. Probably cancel the policy and put a black mark on his insurance record on the national database, so he will have to pay well over the norm if he wants to get proper insurance in the future. If he is lucky he won't get done for fraud or driving uninsured. As far as the damage goes his only choice is to claim and sue if needed from the other driver, and hope his own insurance status doesn't get revealed

Normally in this case (no fault of your brother) you claim from your insurance and your insurance company sorts the details and claims back, leaving you with a clear no claims.
The accident is irrelevant to your brother's fraud which should discovered.
Lucky that you are in the UK - almost guaranteed no jail time even if you do it again and again. Similar (Federal) crime in the US - jail.

If the person driving the other car reports the incident it will come out that your broterhs car was not properly insured
Nowadays they lift and crush uninsured cars, plus a fine, plus points on their licence
A very expensive lesson for your brother

Your brother's insurance will immediately be cancelled. His insurance company will not process any claim against the other driver on your brother's behalf. While the other driver may still be technically liable for the damage caused, the only way to enforce it will be for your brother to take the driver, and his insurers , to the civil court to claim damages.
The police will prosecute him for driving without insurance: he may lose his licence, and he may lose his car as well.

Funny how questions like this are always about a brother, sister, friend, uncle etc etc and never about the person posting the question.
