Soviet leaders, except for Putin.
Because they are/were not ethnic Russians.
Lenin was Jewish with Kalmyk and a bit of Germanic roots.
Stalin was pretty tall for Georgians/Ossetians.
Putin: 5' 7" (170 cm). There are some theories regarding his ethnic belonging, but since they're not clear/validated, I won't gossip.
Kruschev came from a very poor family. Many people label Americans "the most obese nation", but not everyone knows, that the U.S. has often been among the tallest nations in the world (Top-5). Nutrition matters too.
Gorby is not Russky either.
Mind you (if you're into racism/ultra-nationalism):
According to Nazi's standards SS officers had to be a minimum height of 5'10'' – 5'11''.
I've only mentioned it because the most non-European russophobes in this section praise the Nazis, so...

Does it matter how short or tall a politician is? Surely it's what's going on in their brain that's important. I think it's just coincidence.
