Why doesn't GIMP recognize Public under Windows Vista or how to make it do so?

I just started using GIMP after years with Paint Shop Pro and it is enough alike that the differences are really frustrating - like having to export an edited image to get it out as JPG like the original. But the dumbest thing so far is not finding Public on the list of choices for Save or Open - I had to designate a drive letter to point to the folder to get it to show up on the list, which is a nuisance.

I use GIMP with Widows Vista, the Public folder is definitely accessible, and you can easily add it to the choices on the left without designating it as a drive letter.

To get it to show in the choices on the left of the open/save dialog, simply click File > Open, then navigate to the location of the folder at c:\Users\, select the Public folder by clicking on it to highlight it, then click on the Plus icon at the bottom left to add the folder to the list of bookmarks on the left.

This is also mentioned in the GIMP user manual here: http://docs.gimp.org/2.8/en/gimp-using-fileformats...
