You read out what is in it with a suitable programmer. In general it will not have the bootloader preinstalled unless specifically sold on that basis: it is an extra step to program it, the code was created independently of Atmel, and it actively gets in the way for most users of the device, requiring it to be erased before it can be used as it was designed to be used.
