9.9 yamaha 2 stroke won't suck fuel.?
Put new carb on. Still won't pull fuel. what could be the problem?

Most likely an air leak on the tank side or hose,or a defective fuel pump.

I concur with Mike. It is most likely an air leak somewhere in the fuel line ( a clamp, the connector to the engine, the connector to the tank, etc.) or a bad diaphragm in the fuel pump.
