Oxford Street in the London West End is a long street that stretches from Marble Arch in the West to Tottenham Court Road in the East and is Served by 4 Tubes Stations (Tottenham Court Road, Oxford Circus, Bond Street and Marble Arch(central line only).
If you want to visit Selfridges and/or Disney store first before walking East along Oxford Street then from Waterloo you will need to catch a Northbound Jubilee (Grey Line) to Bond Street.
If you want to visit the stores around Centre Point such as Primark first before walking west along Oxford Street then from Waterloo you will need to catch a Northbound Northern Line (Black) to Tottenham Court Road.
If on the other hand you want to visit Debhams first and/or somewhere in the middle of Oxford Street then you need to catch a Northbound Bakerloo Line train to Oxford Circus.
Unfortunately all 3 trains leave from different platforms at Waterloo so when you arrive you will all need to decide whereabouts in Oxford Street you want to start from.

Oxford St is very long and has Oxford Circus in the midle of it halfway along. The best section is between Oxford Circus and Marble Arch. This has all the big department stores including Selfridges, M&S, John Lewis and more and lots of fashion outlets etc too. Right in the middle of that section is Bond St station so thats probably the best one. Some people will say get to Marble Arch station at one end of that section and some may say Oxford Circus station but I would go for Bond St. The streets leading away from Bond ST ( behind it ) are the streets of designer shops if you have a few thousand to spend.

I would get the Jubilee Line at Waterloo to Bond Street and at Bond Street, change onto the Westbound Central Line to Marble Arch. That puts you at one end of the street close to the large Primark. You can then work your way down Oxford Street to Tottenham Court Road Station and then take the Northern Line straight back to Waterloo.
EDIT
Oxford Circus is in between these two stations. Starting at one end means you don't have to back track.

At Waterloo station follow the signs to The "Bakerloo" line and catch a Northbound train to Oxford Circus
