Are Yahoo breaking their own rules?

Having just read the leader on Y's letter hunt are they not by posting on Y answers breaking their own rules.

What they are doing is posting a single letter each day, single as in one letter of the alphabet.

Ok, so putting them on the blog page or twitter, fine.

To put them on answers does not constitute a question and the fact that they are offering inducements also comes under solicitation.

Should this be allowed.

    ... most kids have discovered that the world is 'unfair' by the time they are teenagers ...
