It means you know what he wants next and he is not doing enough to win it. Sex is a problem for many young boys as they do not know how to slow or stop the hunger. If you are not all boy crazy and willing to let them do what they say you are a prude if you do they say that you are a slut. You are in control. You decide where to stop. If you just want to hang out and watch movies let him know that.
Your senses could be saying he is not the one or there is something wrong with this one.
What it means is you are not ready to kiss yet. Nothing wrong with you just not ready is all.
