Is this a correct? All N is congruent modulo n.?
We know that for a positive integer n, two integers a and b are said to be congruent modulo n: a=b(mod n). But can we say the set of all natural numbers (N) is also congruent modulo n?

yes. for each a in N there exists a natural number b in N such that a=b(modn) holds.
