28" tire question?

I'm putting together an urban commuter bike for my girlfriend. I have a really cool vintage Raleigh that hasn't been on the road in years. The tires are old dried up gum-walls. They are labeled 28 x 1 5/8 x 1 1/2. Can a 28 x 1 5/8 x 1 1/4 fit on that rim? Are there any other sizes that work on that rim? Is there a metric equivalent?

    28 means that the tire fit to a wheel with a diameter of 700mm 28tum = 700mm.

    1-5/8, the width of the tire which is such that the tire is narrower rolls easier but they must pump the harder and it becomes inconvenient. bredarew tire rolls worse but smoother riding ..

    The 2 sizes will not be interchangeable. The 28 x 1 5/8 x 1 1/4 is a 700 c tire with a bead seat diameter of 622 mm. The tires on the bike have a bead seat diameter of 635 mm making the rims too large in diameter. That is the only size tire that will fit the bike http://sheldonbrown.com/tire-sizing.html
