No, Wenger should stay, the board need to ammend their objectives nonetheless and goal for top spot. Wenger is a winner and proved this through taking Arsenal from seventeenth to 3rd once he was allowed to signal some avid gamers. I do know many Arsenal fanatics say that Wenger must spend money to guarantee winning trophies but when that's the case, Arsenal will in no way be able to compare Man metropolis or Chelsea with their current homeowners. That is also assuming that Arsene Wenger is in control of the price range on the membership which I very much doubt. I can see no reason why Wenger should step down for he remains a very good manager. With some minor changes in the side Arsenal will be competing for the top prizes next season.
