Why aren't there public test tracks?

I had this idea that I was sure someone else had already done. A place where there is basically a test track where you don't have to worry about speeding tickets or other drivers. Just a road with straightways or technical parts, just for everyone to try out your sports/muscle car or whatever.

Is this just too dangerous or what? Legal issues? If not, hell, I'll open one. Sign a waiver and you can drive to your hearts content. I'd pay someone to let me borrow a track for an hour.

(Okay apparently there is ONE in Illinois)

Update:

The point of the waiver (or some kind of document) is to say, "If you crash, you can't sue me. You crashed because you drove bad. You knew that it was a possibility. It wasn't my fault." Same principle as a skate park. "You can break a bone doing this! It's not our fault if you do"

And of course there will be rules and safety restrictions and so on and so forth.

    when I used to "drag" even my life insurance had a stipulation if iI got killed on the track it was null and void/the insurance companies would be there in droves running id on every car and notices would fill up mailboxes/the USA is not really "free" you can rent time in europe and other places/laws are different
