How do you edit a picture to a desired pixel size and format (Jpg,ping,gif etc.)
Is there a free software available.I am looking for a basic method not an advance and complicated one.
Actually I want to make a picture of 111x74 pixel within 5 MB size.
My requirement is to make an existing picture to my above specifications.

How come this question is in LAW & ETHICS section??? Anyway, answer to your question is - Use Microsoft Office Picture Manager. Click Edit, and then resize.

Use Microsoft Paint. There's a re-size image option under the drop down menus. For the format, save the file with required format's extension. (eg. "img.jpg" for a JPEG image)
