What does this really means?

When I tried to click on a question it stood "You cannot view this question at this time" instead of the page of the real question. What's the matter? Is this something new to Y!A?

    It isn't new, you've just never been blocked by someone before. Now you have, sorry.

    It means the person blocked you. Happens sometimes when you give an immature poster an answer they don't like. You can log out to read the question.

    It means that person has blocked you from answering,for whatever reason.

    I get answers trying to not allow me to access Answers at this time notification , And when i go to my mail and open a Answer that was answered i get right back into Answers. . how's it possible .

    My Guess is Yahoo Answers Science of yahoo Server for Yahoo answers .
