the NSA hires people with the proper experience. most of them are former AD who have finished their enlistments and just literally get the same job, but as a civilian.
Heck I know an AF guy who works at NSA right now( I won't list the language he has) who works with a bunch of civilians and every year they up the offer for him to get out and work directly for them. Last I heard it was a stupid amount of money they were offering as a hiring bonus.
