Good PM tool for dev and non-dev to track projects?

There's a lot of PM tools for tracking projects. But they are not equal for tech guys and non-tech guys. Some like Pivotal tracker are good for tech and awful for non-techs. Others are better for business oriented guys. Is there a tool that is equally good for dev and non-dev?

    In fact there are a lot of the software products that are good for business and tech both.

    First of all I would suggest Trello. It's very easy and is mostly used as a pin-up dashboard. I believe this could suit your requrements though it may be not technical enough.

    For more detailed options I would recommend Comindware Tracker and Teamlab. They possess a lot of tools that could be used by tech and non-tech guys. But you should note that they are rather different. You should decide which suit your company most.

    And don't pay attention to the old reviews (like 2005 or 2007yrs). Many things have changed since.
