Shouldn't we tell North Korea that we will shoot down any rocket they launch that leaves their airspace?

It works this way

One of the ways the powers behind the throne make their money is the old fashioned way

Through trade

They import goods from countries with cheap labor and sell them at prices that local industries cannot match

Get a war going in South Korea and all of a sudden, it becomes much more expensive or impossible to import goods from South Korea and China.

Insurance companies do not like insuring ships in war zones.

The military does not have enough ships to keep armies supplied so they have to use civilian ships

Shipping lines hate to send their ships into war zones at any time, insured or not

All of this drives up the cost of shipping goods

North Korea does not have petroleum deposits of their own. They have to get their fuel from China.

The US will ban goods from China if the Chinese support the NK's

Europe will follow suit

China needs the foreign dollars this trade represents.

They do not want to see it go

A war on the Korean Peninsula would cost the puppet masters billions, and they are not in the habit of losing billions

Obummer has his marching orders - If that nutcase in North Korea really does pull the trigger, you had better make sure it's a short war.

Result - USA beefs up defenses and adds to the military power in and around Korea

The new Chinese Premier has his marching orders - Get this hot head to cool down
