Wow, unless your in one of those places that has some obscure, off-beat, malformed opinion that somehow crossdressing will bring about anarchy, plague and disease, dogs and cats living together, mass hysteria, then what does "legal" have to do with it. Are you impliying that if something is not codified as "legal" that it must by default be "illegal"?
Mate, it's been practiced for centuries around the world, even your own scots wear kilts (oh right, those are man-skirts). Society is a mad-cow when it comes to defining what is "normal" and what isn't

There is no law stating what anyone should wear, only that a person is decently covered. Have you ever heard of anyone going to jail for wearing a dress?
He can wear a Dior evening gown and a tiara if he wants.

Of course it is. Don't be silly. A man's allowed to walk down the street in a gorilla suit, swinging a bunch of bananas above his head as he goes.
That's not to say an onlooker/cop wont beat them up for it however, in either case.
