If a former homeowner fixed a roof before selling their house.?
Would they be responsible for paying for repairs to the new homeowner?

Once a house is sold all responsibility for up keep and maintenance would become the responsibility of the new owner.
The new owner would not be able to call the former owner and say the concrete in the driveway is crumbling and is in need of repair.
Most home buyer would hire an inspector to find potential problems to be repaired prior to the transaction is closed. The seller has several options
#1.Lower the sale price.
#2.Repair the damages found by the inspector.
#3.Leave sufficient funds in the escrow so the new owner would be able to repair the damages.
#4.The seller and buy would make an agreement where each would be responsible for a paying a certain percentage of the repair cost.
Once the sales transaction close the former owner have no other maintenance requirement.

If the old homeowner has fixed the problem, no, you aren't required to fix future problems. If a home inspection turns up a problem (and always insist they get one, at their expense, to cover your own butt) then you might want to knock a couple thousand off the price in lieu of doing the work yourself.
