They don't. You can answer ANY OPEN question, UNLESS the person who asked that question had personally blocked you. In which case, you would get a screen message of "You can't view this question at this time."
Once a question is in voting or has been resolved, nobody can answer it. That's simply how the site works.

You've probably been blocked by a user. That, or you've answered the limit of questions for your category.
If you copy the error message you get when you try to answer the question, and paste it as an added detail, we can tell for sure.
