I just found a box of puppies?

I would try and contact a rescue near your state and try and go around the 'illegal' part of this. If you do report them within your state, I am almost 100% positive they will be euthanized on the spot. To give them the best chance at getting a home, contact a rescue. Get the box, keep them for a while if you can somewhere, and notify a rescue soon as you can! You could also get in trouble for this, be mindful, but to me it's worth the risk.

I suggest calling the shelter in your area or the Humane Society to see if they can help. You can't keep them yourself because they are illegal. It's a sad situation.

Contact one of those (Voluntary) animal welfare organisations close to where you live. They may be illegal where you live but perhaps they could arrange safe transport for them elsewhere. Pups may be difficult to identify also, possibly a cross breed, and if so the welfare organisation would be best for their situation.

I'm afraid you can't just leave them in the box to starve. You will have to take them in, or alert your authorities to where they are so they come out and collect them. Even if they are illegal, it's going to be far kinder that they are taken in, even if they are pts.

Go to a local humane society, most have networks of other humane societies and may be able to find homes in other locations.
