Yes, Brazilians are free to organize. Some cities may require that protesters give advance notice so they can organize traffic, etc.
Besides soccer teams, there are religious groups, charities and all type of other non-governmental agencies (NGOs).

Believe or not, Brazil is simmilar the US

most of you guys think that all of us live in favelas, that all brazilians are black, and everyone loves the beach.
Brazil is a capitalist country, we have huge cities like Sao Paulo (it has a subway system, just like NYC)
Brazil has a population of 190 million people
45% of those are white (descendants of portugueses, italian and germans)
85 million people in Brazil are white, most of them live in the South
we have shopping malls, in Sao Paulo and Rio de Janeiro we even have "upscale" malls with brands like Louis Vuitton, Cartier, Diesel, Dolce and Gabana, Carolina Herrera, Armani, etc.
people are free to organize, we have different media outlets
the most famous TV networks are: Globo, Record, SBT and Band
there are a lot of BRAZILIAN cable channels, sports channels, news channels, etc.
most teens listen to songs in english, we even have radio stations similar to those "HIT MUSIC STATIONS" in the US
the most popular:
Joven Pan
and
Transamerica
both of them claim to be "Brazil's number 1 hit music station"

Yes Brazilians are free to organize however it is not the same as in other countries. Some restrictions can be found in the way that labor unions and companies can reach deals, they do not have freedom to contract but rather must have a judge mediate the dispute costing both sides time and money.
