Because that's where the firetrucks are???

I haven't been in a firehouse before, but it makes more sense to me to have the living quarters directly above the emergency equipment as opposed to having to RUN across the fire department to get to the trucks.

The ground floor is for parking trucks and storing equipment. The upper level is their "living" quarters, sleeping, eating, cooking. I would imagine if the fire station was one level, it would take longer to get to the trucks from across the building than sliding down a pole.
