Nope. It's almost identical to black pepper. In fact it comes from the same plant.
Edit: I realized I may have misinterpreted your question. The hot taste comes from piperine.

The heat isn't from chiles-it's actually from freshly ground white pepper.
Sprinkle the fillets with the salt and white pepper, and then drizzle them with the wine and lemon juice.
In food processor, whip egg yolks with a dash of salt and white pepper.
White pepper is made from the same berry, the outer husk being removed before grinding.
Season with white pepper to taste, and mound on a large platter.
