How do I stop magpies pecking among the gravel on a flat roof above my head?
They seem to be searching for insects or roots. The sound is very loud and annoying. It's probably not good for the felt roof either. Any ideas please?

Catch a crow and domesticate it. Problem solved! Except for the fact that it will bring nice gifts in for you to admire.
1 new wiper blade

yes, possibly, even jewelry!
If it gets real bad, the neighbor will shoot it.
Domesticating a magpie is possible, too I think. Just not sure how to do it or how it will turn out.

As flossie says, suspend some netting above the roof to stop them landing there. Or sonriel's imitation owl or a hawk may have the necessary effect - we did have a plastic hawk when we had pigeon problems, it certainly kept them away! You need to deny them access to the roof.
Get some garden netting, the sort used to protect fruit bushes. Arrange the netting over the roof, you would have to fix brackets (wood homemade?) on the walls to support the netting.
We used to do this as an anti pigeon method.

You really cannot I'm afraid. If it is getting really annoying then the best thing to do is replace the gravel with a "green" roofing material such as sedum mats.

sprinkle your roof with something they don't like, all clear anything that attracts them.
