How much would it cost to cosplay Dragon Slayer Ornstein?
I just wan't to get your guy's opinions. How much would it cost to actually make a high quality costume of Ornstein?

Quite alot, you'd use alot of foam and spray paint on top of things to attach it. You'd need a hot knife, hot glue gun etc

Man, I think that it would cost a pretty penny to make a nice one. However, I feel like you could probably use some high quality cardboard or something similar and paper mache. You could probably also sculpt some kind of foam or high grade rubber sheeting.
I would recommend cardboard and paper mache first though. You will want to use a primer coat of paint first to start working toward your texture. Followed by some very metallic gold and end with a clear coat veneer to hopefully give it a bit of a shine.
Just don't waste your time or money on materials that you cannot manipulate easily.
