In order to LIVE in Canada, you MUST apply and be APPROVED by the Government of Canada, as a Immigrant, FIRST, before you can think about buying a business here in Canada.
If you apply under the Business Investor Program, you will be REQUIRED to have previous direct business experience in YOUR country, managing a similar type of business, AND have a minimum of half a million Canadian dollars to invest here.
Sorry, I just learned that the Investor Program has been CLOSED, and no further applications will be accepted for the next two years. You are out of luck. Read about it here.

Nope.
The investment, entrepreneur, and self-employed category for permanent residency is currently closed. Previous requirements required a net worth of $1.6M, an investment plan requiring a $800k investment in Canada, and a business which must employ a minimum number of Canadians. Expect these requirements to be increased when the category reopens.
Temporary business visas are possible, but do not allow extended staying in Canada (beyond six months).
The only cities with a large Asian population in Canada is Vancouver and (less) parts of Toronto and Calgary. Victoria, Nanaimo, and a few other coastal BC cities -- although rather small in population. Vancouver has the highest retail costs in Canada. Average retail space is well over $100 per square foot. Most small businesses in such cities would have annual budgets of a million dollars or more.

It is possible to come to Canada as a Business Visitor. You would need to apply for a visitor visa which is the document required as a business visitor. Eligibility information for this visa is shown below.
If you were to find such a business and invest in it and hire staff from Canada to operate the business it is something that could work from a distance.
There is also another program called the start-up visa program which is separate and apart from the investor and federal entrepreneur program and appears to be open to those who meet the criteria. Also a similar program exists for self-employed people.
The other option may be to review provincial nominee programs. British Columbia for one has a program for business immigration which can lead to permanent residence if criteria is met and might be a province that meets what you are looking for.

If you buy a shop or business in Canada, who will be operating it for you? When you buy a shop, it does not come with staff and product. If this is what you want to do, you will need to come to Canada, look around for a business to buy and then make arrangements to staff it and run it. Doing this from overseas does not sound like good business to me.

Buying shop will be better option instead of starting a new one. Because you have the historical data and existing patronages. However, need to be carry out comprehensive due diligence.
Minimum comfortable amount is around 500k for acquisition, lease and one year operation expenses. Exclude inventory and promotion.
