A 20MB file is ridiculously large for a GIF. Either make it a movie file, trim the size, or break it into multiple parts. The reason why there is a size limit on image file uploads is because a file as large as yours will grind the loading of your page to a halt as it tries to download that image. On top of that, you'll then have a 20MB GIF running constantly on the page, even if the user is not looking at the image, and that's just bad for performance.
Seriously though, trim the size... there is no reason to have a 20MB GIF file. Something THAT large should really be a movie file.
