Why did this admin make an apology commercial for the video made on youtube?

To tell Muslims that the US government is not affiliated with that video at all and that trying to attack US government facilities in revenge would be misplaced and ineffective.

It was a waste of money to tell people who don't even have a roof over their heads that they shouldn't worry about a YouTube video that almost no one watched. I saw it and it was a homemade re-enactment of what Egyptian Christians think about Muhammad and his sex life.
