I'm not 100% sure, but I think it's because most of them end up being scams that try to get money from people; there have been reports of people being scammed out of $$millions. Even Tens of $$millions. Also, they have a tendency to incite fear, paranoia & panic--(quiet panic).

They disrupt the peace and cause people to panic and go to the police over the letter... basically they just cause trouble.

Because they tried to outlaw stupidity first but it didn't work.
