You did not tell us OS. If it is Windows 7, you can use a system repair CD to fix this. If the system repair CD does not fix it your going to have to restore the puter back to factory settings. You will need to get you data and files off before doing that. You can use the link below to download a Linux Live Cd to not only get what you need off the hard drive but also test out the rest of the puter. The link will walk you thru the download and using it.

use the repair disc to repair the problem or you can reset it to a point before the problem
