Believe it or not some people do that because they want your attention. Sometimes they just want to know that they can get other people to want to talk to them. However it could be for some different reason, that's just something I've seen both guys and girls do before.

He most likely forgets about texting you and when he remembers, he thinks he'll talk to you later.
